That's because JPEG is JPEG, not because it's a 
compression program. 
Many compression algorithms exist that do not lose any
data.  It's just that JPEG, and others, implement
compression using mathematics that do cause loss.>>

Both TIFF and Genuine Fractals and probably others
have lossless compression ... TIFF's is LZW
compression....
