The cops have to investigate any reports of suspicious activity. They would
be negligent if they didn't. The blame here lies with the person who dropped
the dime on you because you were walking down the street taking pictures if
someone indeed made the call. It's possible that the cop made up the whole
story about the call to justify his questioning you.
