Apparently not in the UK. The instances of harassment of photographers that Amateur Photographer has cited all involve the photography of children. They're more concerned about pedophilia than terrorism. The result is that the police become terrorists themselves. If photographers are terrified to take photos because of fear of the police, then the police have changed roles with terrorists.
