Not really, since a drunk being arrested makes a lot of noise as well. But he still gets arrested, it's not usually worthwhile to have a gun battle to avoid a night in the drunk tank. The neighbors will look at it the same way. Blowing up the apartment next door is messy and bureaucrats hate messy.
