I run Photoshop and Lightroom on an older dual-processor 2.5GHz G5,
with 3 GB of RAM. I have yet to run it out of RAM, even with multiple
images open in Photoshop. I'd say you'd be fine for the moment at
least with 4 GB of RAM at a max. If you need to upgrade later, buy
aftermarket RAM.

Single quad-core will probably be fast enough for what you're doing.
For the hard drives, I'd put two of them internally, and setup a third
external drive in a firewire enclosure. Look into Time Machine to do
periodic backups. I run this way at home, and I leave the firewire
enclosure turned off and unplugged unless I'm backing up to it.

Photoshop and Lightroom can absolutely make use of multiple
processors. And the OS will do multitasking on its own to make sure
that background tasks get taken care of on available processors, as
well.

Make sure to add a good monitor onto the system. I love my 23 inch
Cinema Display. It's sharp, bright, and calibrates up nicely with the
Colorvision Spyder I have.
