Some locations seem to have consistent problems. When I lived in Tempe
and Mesa, Arizona, the local UPS office in Tempe was unable to deliver
anything reliably. Once I watched the UPS driver pull into the apartment
complex where I was living, then pull out again without knocking on my
door. A few minutes later I checked online to see "Attempted delivery.
Will redeliver."
Then on another occasion I had FedEx smash a box. They're all capable of it.
