I spent some time in Montreal in the mid 90's. The rule there is put the signal on for 3 seconds, then do what you wanted to do, merge, lane change etc. No need to look.
The on ramps are seriously short in most areas, they seem to be like, 100' on average. Thanks the lord of booze at the end of the day.:-) I took my driving lessons in the core of Toronto in the late 60's. I don't remember it being to bad. Now, every one is in a hurry to get no were. Even up here in the country, the city folk moving up are bringing the rolling stop back.
