St. Louisans are bad about that. I found that if you just merge anyway, they'll quickly find some other space to put their car. My wife does something similar, but entirely subconsciously. When someone is trying to pass her, she'll accelerate. She's completely oblivious. Here in PA (I truly believe mid-Atlantic drivers are the worst in the country) no one understands right of way. They seem to have a passive-aggressive condition when it comes to driving. Intersections are negotiated with hand signals, eye contact and headlight flashing, instead of the standard ROW rules - car on the right goes first, etc. When I'm traveling by bicycle people behind me will honk incessantly because I'm in their way. But those same people will stop in traffic so that I can cross the road, even though I have a stop sign and they don't. More often than not the other lane won't stop and this ends up costing me more time than if they had driven as they should. Rolling stops are the norm here.
