It happens everywhere.  I just assume that some people simply drive
to keep up with traffic, rather than maintaining a comfortable speed.
Unfortunately if you're the other car that they are watching you're
going to have this kind of problem.

It's not just speeding up, either.  I quite often get annoyed by cars
in the outer lane which get up to your rear quarter and then slow down
to match your speed.  This is OK until you catch up with a slower car
in your lane; you can't pull out in front of the car in the outer lane,
and if you slow down slightly to let them pass they'll slow down as well.
