I did the same thing, but didn't know about the afterglow until I had the damned thing 
hanging from the ceiling. I didn't test to see if it would fog paper, but being 
blue/green, I 
assumed it would have *some* effect.

I also assumed it would fog film, so I changed it.

The only way to know for certain would be to do some testing, as I think different 
tubes have different amounts of glow. The ones I had seemed very bright - I could read 
the 
black print on my white t-shirt.

On a related note, I have a lightbox next to my paper safe that has fluorescent tubes 
in it, but I can detect no afterglow. I think the frosted plastic "glass" is enough of 
a filter 
to block it out. You might be able to fashion something like this for your fixture.
