perhaps not in such an easy manner, but in the UK, and probably the whole EU, every organisation is required by law to give you a copy of all personal information they hold about you if you ask. This includes some paper-based information, not just information held on a computer. The company can charge a very small nominal fee, but few do. Seems to me that Google is making a virtue of necessity.
