as i've mentioned before, i am very happy with Fastmail, which i moved to in
2011; they are serious email specialists; i have never experienced a meaningful
disruption (i get notifications by RSS in which they acknowledge little
glitches, but usually it's just a problem with one of several redundant servers)
i have two domains there and use IMAP primarily, but their webmail is pretty
good in a pinch, and works remarkably well on iPad or even iPhone
i use the "Enhanced" plan, $40/year, because i have email for two personal
domains there (so far), but you can go cheaper if you don't need that:

what i particularly like is Fastmail's server-side filtering, which supports
in-depth customization with Sieve
if you do want to use your own domain, note that you can host basic websites
with Fastmail, or you can set the DNS for your domain(s) so Fastmail handles
email and another service handles web hosting
i also have Yahoo, Gmail, and iCloud email accounts that i use a bit; if you
want a free service that comes with some decent extras and is not Google,
iCloud's worth a try; you can do regular IMAP with any client; unlike Fastmail,
iCloud has had some significant outages, but not an obnoxious number of them
