Google it. That's a strange requirement; I'd ask to have it removed. I've only heard of professional engineers (as in state- certified) being required to carry liability coverage.
As far as taxes go, I assume you've got to send them in quarterly and also pay a big chunk (15%) for SS, right?
You don't have to for your first year of self-employment. Just be careful to save enough to pay your taxes. Also remember that you now owe self-employment tax along with the typical smorgasboard.
Also, what kinds of tools to people usually use to track their time? ( I recall that at one of our meeting, I think it was at the Urban Grind in the Pearl, that someone showed a tool they had developed for this)
vim + text file per billing period, now with bonus legal pad accessory for those embarrassing times away from vim.
