Thanks for all the input, everyone. I think my current approach is
going to be to build something like (though with a lighter set of
features than) SiteMesh using mod_ruby, if possible (spent an hour or
two trying to get _why's example to work with no luck, but a few more
hours is called for before trying a different approach).

Erik correctly guessed that at least a few of these apps will be third
party, which causes some extra difficulty, but... I'm trying to limit
it to apps that at least give me some templating ability. The idea
being that if I can strip down their internal templates (easier than
having to constantly update them all to add in changes to the overall
L&F) I'll have an easier time processing the overall L&F on the end.

Keep in mind that my biggest concern right now is just to get a
consistent header and footer on things. Dealing with inconsistent tag
usage is not trivial, but a lot of the trouble can be dealt with in
CSS (it ain't easy or perfect, but it can get me close enough in most
cases).

Maybe I'll even come up with something somewhat reusable out of this
and be able to share it with everyone else. ;~)
