Very unlikely.

Under the automatic sequestration (if there is no deal), by the way,
Medicaid and food stamps are exempt. They could still get dinged later on.
The GOP wants to turn Medicaid into a block grant, something the White
House has explicitly declared itself against, for whatever that's worth.

But there will be a deal before Jan 1, if for nothing else to postpone any
dramatic action of any sort.
