Programs that get hit by a trigger are not necessarily the ones Obama would
bargain away in a deal. The trigger list is an imperfect predictor of the
ultimate hit list. So the premise that the trigger list are programs Obama
wants to cut is at least questionable.

I will bet $20 (or more, if you're feeling rich and daring) that SNAP (food
stamps) will not be cut in any actual deal by more than three percent (over
10 yrs, as scored by CBO). Takers?
