I have the feeling that many (most?) of SDO are indeed driven by large corporations eager to sell surveillance systems to various actors (good or bad, as long as they have money) and are therefore willing, not to increase the security of the user but, quite contrary, to help surveillance, for instance by standardizing tools for it (see ITU's NGN project, for instance).
