Regarding the upside down decal, noted Victor / Victrola historian and author Robert Baumbach had also speculated to me that it never made it out of the factory but was also never made right and sat in the factory for years. Most likely in the anticipation of coming of the Orthophonic era and November 1925 "Victor Day" the factory was ordered to sell remaining inventory at "outta here" prices. Bob Baumbach did indicate to me a year or two ago that he is aware of one or two other Victrolas with upside down or "not perfectly centered" decals.
