With all due respect to those whose PayPal experiences have been negative, I 
can find you a few JFK and 9/11 conspiracy websites too.  Like I said, no 
one I know personally has ever had anything bad happen with them, and I 
certainly haven't.  Further, every new system has kinks and every new 
company has to grow and make some mistakes along the way; how recent have 
these horrendous transgressions been?  You can't do THAT much business with 
THAT many people and get eBay to not only condone and support you, but buy 
you and make you a part of their whole infrastructure, if it's all horror 
stories, not with as much to lose as eBay had and still has.  I'm sorry, but 
I just don't buy it.  I'd be more willing to bet they've worked out most of 
the problems that were created or exploited by UNCOOTH/HAPLESS SELLERS WHO 
MADE THE BIGGER TRANSGRESSION/MISTAKE FIRST.  No, I agree with Rich:

agreement and the rules.  And, even worse of the 10% or so who do read them

understand them.  PayPal provides excellent buyer insurance when using 
PayPal through eBay and is
very convenient for the seller."

Ture, it was not always thus, for some at least; but at this late stage of 
the game, PayPal would either have to have its stuff together or it would've 
gone by the wayside long ago.
