The problem with removing mbstring as a default module would be its upcoming
integration into Zend engine for full I18n of php. So i would prefer making 
it a
module that does not harm anything. In other words it must not change anything
until some character conversion is really needed.

I see the reasons for making it a non default module but i also think it 
will become
a core module. The remaining question is: Do we want full I18n for php?
