The logo isn't licensed under any CC license.
As I linked above, the license text hasn't changed since it was
created, 15 years ago:

(Colin Viebrock is the original author).


As long as you aren't profiting off the logo, or intentionally making
it look like the PHP project is involved with whatever project/product
it is used to, the use is fine.

For commercial things, its complicated. Lots of people sell
merchandise with the php logo, and the logos@ alias was removed
~decade ago.
