I don't know what that means. What exactly are you proposing? I guess you can talk to Levi regarding that svg, but he has no claim on the logo, and Colin hasn't been around for well over a decade.
I imagine legally we need him to state that he forfeits any claims on the logo and gives it to the PHP project. He actually has very formally explicitly claimed otherwise, per his statements in commit logs, website notes and elePHPant adventures. He might even have a case to sue the PHP project itself for bundling the logo as I can't find any records of him expressively allowing us doing so, even though he commit some of the easter eggs himself. So what exactly are you looking for? Trying to stir shit up? Playing pretend lawyers?
