Then the difference is the license gives or doesn't give permission
for redistribution. Here's a rewrite:
================
o Non-redistributable package

A software package that  cannot be distributed except under the
restrictions of the license.


o Redistributable package

A software package that is freely available for download and
can be redistributed based on a license that permits redistribution.
