It wasn't, but my belief is that installed_file_authority() was part of 
the reason for that.

Regardless, the whole point my explanation was that the exception 
handling problems with retrieve.touch_manifest() never showed up because 
of a *different* error that was occurring that was preventing it from 
ever being called.
