The behavior is a little odd, as it is w/ pkg fix and verify.
Disabled publishers that have installed packages are used.
If the publisher is removed, you can no longer verify the
package, or (obviously) fix it.
I'm going to file a bug on this and leave it be for right now.
17778 pkg verify and fix need to deal with disable or missing publishers
in a coherent fashion
