Maybe, maybe not. Analogous to special interest groups that organizations that have grown big do anyway. SIGS is a way to organize forums that have branched out.
On the other hand, I do notice that many of the questions asked by newbies and even posted on the plug mailing list are repeats of questions asked a few months or years ago.
But I do find PLUG as a very helpful resource, since you get almost instantaneous respose.
