Why not use GPRS/3G instead (too slow?) Anyway when using SMS to send data, a tandem with a J2me app the does the data encrypting along with unique username+pass+mobile#(+ optional date based salt) is better since spoofing of mobile numbers in SMS is _almost_ impossible without telco assistance. As long as the volunteer dont get kidnapped and and forced to send false tallies then it should be ok, another set of username and pass can be issued to the volunteer incase it does happen tho such that it will still be accepted by the system but marked as _tainted_ and should signal that the volunteer is in trouble.

Encryption by itself, even with independent sender keys, does not
provide authentication!  Even if an attacker does not have the keys used
for encryption, she can still do a lot of things if you don't do
authentication properly, or are working under the mistaken assumption
that the encryption by itself is providing it for you.  What happens
when an attacker replays a block, for instance, or simply sends a lot of
random data your way, and one of those just happens to decrypt to
something you interpret as valid?
