Based on my experience, even with the several interconnections around, interconnection among local ISPs sucks. YMMV.

Well isn't it that there's a local internet exchange that takes care of the interconnection between local ISPs? There's PhIX, MIX, etc. Many of the ISPs, including the ones operated by telcos are members of at least one of those local internet exchange. -- Gideon N.
