It is the end of the AES if a source code review can't be made because
it is the requirement of RA-9369 Sec 12.

Even if the contract may not invalidated, the point is, source code
review is required for the AES, and therefore, any machine whose
software has not undergone code review can't be used. If the COMELEC
insists, there will be failure of elections because the requirement of
the law was not met.
