To wit (See http://www.sun.com/software/solaris/licensing.html):

If an end user buys a used Sun system from a non-authorized broker,
dealer, etc., the end user can get a valid Solaris license in one of two
ways:

         1. For systems with a capacity of 9 or more CPUs, the end user
should buy a special "new user" license from its Sun sales rep, Sun
authorized reseller or Sun's online store (US only).

         2. For systems with a capacity of 8 or fewer CPUs, the new end
user can register for a free Solaris 8 license through the Free Solaris
Binary License Program.
