Not really backward. Globalization actually is a good reason to localize as well. Just because the "whole" world has gone global doesn't mean you forget your locale. Globalization encompasses the markets. It is primarily economic. God forbid that globalization leads to an all encompassing mono-culture! Your premise, to master technology requires English, is a fallacy. For starters, technology is not the exclusive province of English. In fact, if you look at the nations and countries that have a good command of the technology, they have rich literature about technology in their own language. Don't tell me the Japanese, Koreans, Chinese, Spanish, French, Russians need to learn English to understand technology. It's a sad state of affairs where in our country, progress is perceived to be linked with English, when that's not necessarily the case. Thank you for your cautionary note. However, I would rather teach people about the technology in terms they will understand now than wait for them to understand the foreign language you seem to expect them to master first. There's a whole gamut of debate surrounding the issue of language elsewhere. I acknowledge that there will be many, like you, who will not agree with the translation/creation effort, and they are free to decline from participating.
