Arch = architecture : Intel/AMD or ARM. Systems which had rebuffering most often have tended to be dual core lower end or high end system typically Core i5 with 16Gb. I'm noyt familair with AMD to know where to place it. If you want you could try reducing the "Seconds to delay" as 1 Min is pessimistic and based on a 128kbits stream.
