My personal belief is that the issue arises from a change to Windows
from Win 8 onwards and system with 4 or mores cores. I think something
has changed under the Windows hood that makes transcoding using
socketwrapper behave differently. I don't have a Win8 or Win10 system
so I have not been able to reproduce the issues.

I could have easily sorted that by forcing everybody (ie. change the
repos to make LMS do the upgrade) but then I have made a stick to beat
myself as all sorts of issues would be reported and would have to be
resolved.

There is no "stable" version because BBC keeps tweaking DASH. To fix a
BBC chnage 1.4.10 was created in Feb same time as 1.5.3 and both have
been as stable as each other. 1.5.4.* has added features DASH Flac and
as such needed testing.
