HTTPS problem? I can see that you have the Perl SSL support in place.
No problems here running the latest macOS 10.13.3. Nothing should be needed in addition to a plain macOS installation.
mv RadioFrance.zip <slimserverhome>/Cache/DownloadedPlugins where <slimserverhome> is where your LMS is installed (there should already be a Cache/DownloadedPlugins folder there)
Don't mess with those folders. You're asking for trouble. Use /Users/youruser/Library/Application Support/Squeezebox/Plugins instead. See Settings/Information for the exact path.
