Here is a totally unapproved mechanism ... that builds on my earlier
suggestion (I had missed a step).

Stop LMS

Collect the zip file into the Cache/DownloadedPlugins/ directory and
rename it to RadioFrance.zip if that output file name was not specified
when downloading (the steps in my earlier post)
then ...

edit prefs/plugin/state.prefs

and scroll down looking for RadioFrance - and change it to

RadioFrance: needs-install

save the modified file
then restart LMS

This is a temporary hack - it is not future-proof - and you would have
to do it again if you needed an updated version of this plugin in the
future (at least until GitHub changes its HTTPS, or I move the plugin to
somewhere else or LMS (or underlying libraries) updated to get that
particular SSL connection working again.
