What format is being played DASH, HLS or MP3 ?

Regardless of format there should be no reason for this - the speed of
playback is determined by the rate of consumption by the audio stream
playback device. There will be a delay at start which can vary according
to format but delay should not increase unless your player has a slow
clock .   However for DASH there is a setting which is really no longer
needed unless you have a low powered system. "Delay to start live
stream"  - can be set to "no delay".

BBC stream audio at 48kHz.  If this stream was played back at 44.1kHz
instead of 48kHz - the added time after 2h13m would be about 10min

If you stop and restart the stream - is the delay back to a few secs.
