They do the same thing, startup refresh just exists to handle the
situation when people use the Browse Music Folder to scan individual

As long as you do a rescan with refresh now and then you should be
fine.
The refresh operation just ensures that statistics are kept when you
move/rename files or when you use the SBS iTunes/MusicIP scanning
integration.

No idea, my plugins doesn't work very good with 7.6 at the moment due
to the auto scan feature. Logitech plans to add some new scanning API's
that will fix this but it's not there yet. The new scanning APIs will
probably remove the need for the refresh operation completely. The new
API will of course require changes in my plugins before they work.
