I see where you're going with this and unfortunately I won't be of much further help. I know nothing about writing plugins in perl but I would, of course, make my code available to anyone looking to create a server-side version for iTach. You could just use a basic web-page of hyperlinks to control the iTach outside of SBS very easily. If you set the logging level on SqueezeIR to 'Debug' then you can see the ir codes in the Controller's log file which can (almost) trivially be converted to iTach format.
