Duke Energy Response:

Duke Energy operates 3 nuclear power stations (Oconee, McGuire and Catawba) in
North Carolina and South Carolina, both of which are NRC agreement states.
Duke’s normal TLDs change-out frequency semiannually (6 months). Duke has an
in-house radiography team and we possess our own state radioactive material
licenses for radiography work. Work under these state licenses requires a
quarterly TLD change-out frequency to comply with NRC 10CFR34 and state
regulations.

Duke also owns several state radioactive material licenses and x-ray
registrations. The TLD change-out period for work under these licenses is also
semiannually. Only work under the radiography license requires a quarterly TLD
change-out frequency.

Subject: Powernet: State Radiation Rules vs. six-month dosimetry monitoring
periods.

Fermi 2 and other NRC Licensed facilities are moving towards six-month
dosimetry monitoring periods. When I stated that to an inspector from The
State of Michigan he said that would be a noncompliance issue. He said
Michigan Rules state that monitoring periods must not be greater then
quarterly. Has anyone else run into this problem?
