It's not just software engineers, it's making sure the requirements match the users needs and getting good human factors input on the design and usability issues. Two of the most useful rules of thumb in human factors/HCI design are 1) Know your user 2) You are not a user 3) No, really, you are NOT a user! Looks like the manufacturers you speak of looked on the software more as something for real photographers to use, rather than another component of the product to be produced. Not that I'd be biased, but I used to do usability research and the last people you want designing your look and feel are software engineers. Yes get good ones to make it work, but keep them in the back room.
