Dear Mike, I can't tell you *why*, I'm afraid, but I can tell you that it is common. Whenever I make a border on an image I use the 'Inside' setting when I stroke the canvas (so to speak), with a width of 3/4 pixels at 75% opacity. I then expand the whole canvas by 10 pixels (Image>Canvas Size) and it seems to work a treat. When printing, a 1 point/pixel border is incredibly small - if the file is 360ppi then it's only 1/360" !
