A little design and print company in Portsmouth did something like that
to me, I did some digital test shots alongside transparencies for a
regular client's catalogue and (I suppose I should not name the design
and print company?) said the digital were fine and send RGB files
without sharpening because we are Photoshop experts and will size them
check them and get everything right in Photoshop before placing them in
Quark. As no doubt you will guess they didn't touch them and when my
client queried the quality on the proof they said 'what do you expect
from digital...'

I am pleased to say that my client listened to what I said, looked at my
samples proving my assertions - sacked the design and print company (217
pages of hard backed high quality catalogue!)And kept me as their
photographer.
