Short answer, no. But you can press Apple + a function key and do it.

Record an action and do a Save As into your chosen folder. Assign a function
key. The folder will be hard wired and the file saved to that folder
regardless of which folder it opened from.

No...But you would think they would put parameters to choose from in
Preferences for opening files as well as for saving files: Open in full
screen mode, canvas background color (choose from color predefined swatches
or define from color picker), show/hide palettes, show/hide Toolbox/Options
bar, menu, etc, etc, etc...
