Can not give an answer at an OS level, but Blueyonder had the same problem in my area yesterday for a good few hours. The network status page on the Blueyonder web page, said it was a possible firewall problem on the servers. It was cleared at about 10pm yesterday. I had the same problem e-mail worked fine, but webpages took upto 10min to load, or failed completly.
