Falling snow is easy:
Make a new layer above the one you want snow on, fill with black, set blend
mode top screen.
Add some rather coarse Gaussian noise (uniform).
Play a bit with levels and you have your first layer.

Then copy this layer, open Free Transform and enlarge the top snow layer and
reposition. This will make snowflakes bigger when "closer to the camera".
