Paul (and the rest!), A very nice trick I saw quite a long time ago in Computer Arts is to use the filter "Note Paper" from the sketch menu.
Select the areas you would like to see snowed and copy them in a new layer, then apply the filter and retouch as needed getting rid of the areas where you'd like the background to be visible and adjusting the transparency. It can work very well indeed if you have the patience to make all the selections needed and experiment for a little while. Hope this helps! Paco.
