Paul A friend of mine did this with great effect from traditional methods. Make a print of the image then get salt or sugar (fine grain) and spread over the photo as if it was snow, then flat copy that. Worked well, looked realistic.
You will need some sort of funnel or nozzle to pour it on. Trying to do this in Photoshop would require much greater effort.
