Its definitely midges and not dust. Unless of course dust flies around and appears in different places on each shot and disappears when the sky is not in the picture. It only appears on blue skies when there are lots of swallows in the air too. I can see the midges in the air but have never seen them captured before but I don't think I've reached 1,000th of a second exposures with Velvia on a 645 Mamiya. As I said they would not be noticeable through the grain on film.
