If assume that you have the desired image as the background layer, the essence of a non-destructive way to achieve your result is as follows:
1a. Double click the Background Layer in the layers palette to create a Layer, or
1b. Even less destructively, Drag the background layer to the Make New layer icon at the bottom of the layers palette to create Background Copy,
either way you are trying to make the Background a true Layer.
If 1a then click OK to create Layer 0, then double-click this icon in the Layers palette, go to 2, or
If 1b then turn off the visibility to Background, and double-click Background Copy, go to 2
2. In the Layer Styles palette that comes up, uncheck the B Channel in the Advanced Blending pane, and click OK.
You now have exactly what you were seeing by turning off the Blue Channel - but for real.
