Not as a rule. You can preflash it, of course and a lot of cinematographers
do it - especially if lighting large areas at night but the newer stocks are
so sensitive and fine grained, the practice is not as prevalent now as it
used to be. 

Cine stock is made to be interneged, printed on another stock and then
projected so has to cope with all the "regeneration" whereas stills film
"normally" goes straight to print. I think that's the main difference - and
cine stock has a ramjet backing that has to be removed so don't think about
shooting it and giving it to your local lab without some warning.
